In the year 1910, the Joint Provincial Excise Act - 1910 was enacted in relation to import - export, transport, manufacture, sale and possession of alcoholic liquor and intoxicants. The Act was approved by Lieutenant Governor on 18 February 1909 and by the Governor General on 24 February 1910 and was published on 12 June 1910 under Section 40 of the Indian Council Act 1960.
The basic policy of the Excise Department is to upgrade, enforce and effect the prohibition of unauthorized use of intoxicating substances as per the provisions mentioned in the said Act and Article 47 of the Constitution of India, the Excise Department ensures that the prominence of prohibition That maximum revenue be obtained from statutory sale of intoxicants by proper supervision and control.Apart from revenue earning, the department also provides significant contribution to the industrial development of the state by policy formulation and control of industries based on molasses and alcohol.
The new Excise Policy was enacted in the year 2001-02 by the Government of Uttarakhand with the objective of ending the monopoly of big contractors in Uttarakhand and providing equal opportunities for new entrepreneurs to enter liquor business and providing liquor to consumers at reasonable prices. Was done. By this new policy, the earlier contractual practice was abolished. And with the qualitative improvement in the same policy, the Excise Policy for the year 2013-14 has come into effect from 01.04.2013 in which efforts have been made to provide more benefits to the residents of Uttarakhand State.
